Further to our earlier advisory, ILWU Local 26, representing port watchmen and security personnel, may initiate a strike at the ports of Los Angeles and Long Beach. The potential strike deadline is now expected to move from November 1 to November 4, 2026, while negotiations with the Pacific Maritime Association (PMA) continue.
According to PMA, both parties are working to finalize a contract extension, with an announcement expected Friday, October 30. The extension remains unconfirmed, and a final labor agreement has not been announced.
Facilities identified as potentially affected include:
- APM Terminals (APMT)
- Long Beach Container Terminal (LBCT)
- Total Terminals International (TTI)
- SSA Marine facilities: C-60, A-90, and LB 206
- Pacific Container Terminal (PCT)
Picket lines could disrupt truck access and, if other ILWU members do not cross them, halt vessel, yard, and gate operations at affected terminals. Possible impacts include gate delays or closures, increased congestion, longer container dwell times, delayed cargo pickup and delivery, and additional demurrage and detention exposure. Other terminals may still be impacted, and this is not a confirmed port-wide shutdown.
It is recommended to:
- Continue prioritizing available import pickups and empty-container returns before the potential strike deadline, where appointments and operating conditions permit. Do not defer movements based solely on the expected extension.
- Review upcoming export receiving windows and vessel cutoffs with your Dimerco representative before delivering cargo.
- Monitor free-time deadlines and document any access restrictions or unsuccessful pickup/return attempts. Do not assume demurrage or detention charges will be automatically waived.
