Is there any change in the import policy for HSN 8471 (Laptops, Tablets, PCs, Data Processing Machines/Servers, and Processing Units) in India?

Yes. As per DGFT Notification No. 23/2023, dated August 3, 2023, the import of items under HSN 8471 is now “Restricted” and requires a valid license. Check with your India Freight Forwarding service provider for more details.

What is an Importer-Exporter Code (IEC)? Is it mandatory?

The IEC is a unique 10-digit alphanumeric code based on an entity’s PAN. It is mandatory for importing or exporting goods in India. No person or entity can import or export without an IEC.

What is a Registration-Cum-Membership Certificate (RCMC)?

An RCMC is a certificate that validates an exporter dealing with specific products. It is issued by authorized agencies or organizations recognized by the Indian Government.

What incentives are available for exports from India?

Export incentives include Duty Drawback, the Export Promotion Capital Goods (EPCG) scheme, the Advance Authorization Scheme, and Free Trade Agreements (FTAs). These help reduce costs and enhance competitiveness for exporters.

Is it allowed to import/export goods for exhibitions, fairs, or demonstrations.

Yes, except for items on the “Prohibited” or SCOMET List. Goods for temporary exhibition can be imported/exported duty-free, subject to a bond/security and re-export within six months or an extended period granted by Customs.

What is the difference between "Prohibited" and "Restricted" goods?

Prohibited goods are completely banned from import/export for reasons such as health, environment, and security. Restricted goods require authorization, permission, or a license.

Can we import second-hand capital goods in India?

Yes, except for personal computers/laptops. Refurbished or reconditioned spares of capital goods can be imported with a Chartered Engineer certificate confirming they have at least 80% of their original lifespan remaining.

Can I import used electronics in India?

Importing second-hand electronics requires clearance from the DGFT, the Bureau of Indian Standards (BIS), or a specific exemption from the Ministry of IT and Electronics (MeitY). Additionally, MoEF Clearance and EPR Authorization for refurbishes are required. Check with your India Freight Forwarding service provider for more details.
